Bangko Sentral ng Pilipinas (BSP) Governor Eli M. Remolona, Jr. (left) administered the oath of office of lawyer Roberto L. Figueroa, Finance for Non-Finance Managers (FNFM) 2020, as BSP General Counsel at the BSP Head Office in Manila. The new General Counsel’s first day at the BSP was on 30 June 2025.
Figueroa takes over the position previously held by Atty. Elmore O. Capule, who is now BSP Deputy Governor for the Corporate Services Sector.
Figueroa serves as BSP’s chief legal counsel, providing expert guidance on legal matters involving central banking operations as well as the exercise of the BSP’s supervisory and regulatory functions. He will oversee the BSP’s legislative initiatives and represent the BSP in legal proceedings.
Before joining the BSP, Figueroa served as Senior Vice President and General Counsel at HSBC Philippines. He also held legal positions at Citigroup Global Markets Inc. in New York and the international law firm Cadwalader, Wickersham & Taft LLP.
Figueroa is a graduate of the University of the Philippines, where he earned his degree in law and Political Science (magna cum laude). He also holds a Master of Laws degree from Harvard Law School and obtained a Certificate in Public International Law from The Hague Academy of International Law.
He is a Senior Lecturer in Commercial and Civil Law at the University of the Philippines College of Law and a distinguished Mandatory Continuing Legal Education lecturer. He was recognized by The Legal 500 as a leading General Counsel in the Philippines in 2023 and a leading General Counsel in Southeast Asia in 2024 for his leadership in financial regulation and sustainable finance.
